Stoner Park Baseball Fencing & Gate to Keep Homeless from Camping out ?

This Doorway Gate is Locked by the Park at certain hours. NO access to the Baseball fields are allowed when it is Locked. I don’t understand the reason for this. I played little league baseball at Stoner Park in the 1950s and 1960s and there was never any Fencing and Locked Gate around the Baseball Fields. Is it to keep the Homeless from making Encampments in the area, like they did at Echo Park?
